HIT JOB. DAVID BALTIMORE COUNTY DELEGATE : JAY JALISI. A NO SHOW FOR TUESDAY’S SESSION OF THE MARYLAND GENERAL ASSEMBLY. AN INVESTIGATION BY THE JOINT COMMITTEE ON LEGISLATIVE ETHICS IS RECOMMENDING A PUBLIC REPRIMAND OF THE DELEGATE. THE ACCUSATIONS AN ONGOING PATTERN OF BULLYING AND ABUSIVE WORKPLACE BEHAVIOR. >> UNDENIABLE THAT THERE IS AN EXPECTATION FOR ALL OF US TO TREAT EVERYONE AROUND HERE WITH RESPECT AND CIVILITY. DAVID: A RECORD OF COMPLAINTS AGAINST DELEGATE JALISI DATES BACK TO 2015. THESE ACCUSATIONS INCLUDE, JALISI CALLED A STAFFER STUPID AND INCOMPETENT. MADE THE STAFFER STAND IN THE DELEGATES OFFICE AND REPEAT I AM INCOMPETENT. I AM INCOMPETENT. JALISI FORCED HIS STAFF TO WORK OVERTIME, BUT WOULD NOT SIGN OFF ON THEIR TIME CARDS. A STAFF PERSON DESCRIBED THE WORK ENVIRONMENT AS TOXIC SAYING JALISI HAD NO PATIENCE AND NO SELF CONTROL. DELEGATE JALISI CALLED THE ALLEGATIONS A POLITICAL HIT JOB. WRITING IN A STATEMENT. SADLY OVER THE PAST FEW MONTHS I HAVE BEEN THE TARGET OF A NASTY SMEAR CAMPAIGN AND A SHAM INVESTIGATION BY A POWERFUL LOBBY IN ANNAPOLIS. DELEGATE JALISI REPORTEDLY HAD NUMEROUS CHANCES TO CHANGE HIS BEHAVIOR. THE SPEAKER REQUESTED HE COMPLETE AN ANGER MANAGEMENT AND WORKPLACE CIVILITY PROGRAM. JALISI DID NOT. AS A RESULT, THE GENERAL ASSEMBLY WILL NOT PAY HIS STAFF UNTIL HE COMPLETES THE PROGRAM. IF HE DOESN’T PARTICIPATE IN ANGER MANAGEMENT BY NEXT SESSION, THE SPEAKER WILL STRIP HIM FROM ALL COMMITTEE BACK IN 2015, A BALTIMORE COUNTY JUDGE ISSUED A PROTECTIVE ORDER AGAINST JALISI. HIS COLLEGE AGED DAUGHTER ALLEGED HE SLAPPED HER AND VERBALLY HARASSED HER. >> THIS REPORT SPEAKS FOR ITSELF, BUT EVERY MEMBER WILL BE HELD ACCOUNTABLE FOR THEIR ACTIONS ESPECIALLY HOW THEY TREAT PEOPLE WHO WORK HERE. Baltimore County Delegate Jay Jalisi was reprimanded Wednesday in the House chamber.The General Assembly's ethics committee investigated complaints about the delegate and found an "ongoing pattern of bullying and abusive workplace behavior.""I think it is undeniable that there is an expectation for all of us to treat everyone around here with respect and civility," said Delegate Nicholas Kipke, minority leader and member of the Joint Committee on Legislative Ethics.A 16-page report on Jalisi from the Maryland General Assembly's Joint Committee on Legislative Ethics was delivered to lawmakers during an evening session. A record of complaints against Jalisi dates back to 2015. These accusations include Jalisi calling a staffer stupid and incompetent, making the staffer stand in the delegate's office and repeat "I am incompetent. I am incompetent," forcing his staffers to work overtime, but not signing off on their time cards, and a staff person describing the work environment as toxic, saying Jalisi had no patience and no self-control. Jalisi called the allegations a political hit job, writing in a statement, "Sadly over the past few months I have been the target of a nasty smear campaign and a sham investigation by a powerful lobby in Annapolis." The full statement to his supporters that can be read here.Jalisi reportedly had numerous chances to change his behavior. The speaker requested he complete an anger management and workplace civility program. Jalisi did not. As a result, the General Assembly will not pay his staff until he completes the program. If he doesn't participate in anger management by next session, the speaker will strip him from all committees. In 2015, a Baltimore County judge issued a protective order against Jalisi after his college-aged daughter alleged he slapped her and verbally harassed her."This report speaks for itself, but every member will be held accountable for their actions, especially how they treat people who work here," Kipke said.The reprimand was read on the House floor Wednesday by Delegate Sandy Rosenberg.This is the second-time delegates disciplined one of their own this session.
